Elementary Islamic educational institutions often face difficulties in aligning the targets of an international memorization curriculum with the diverse reading abilities of local students. This study aims to analyze the implementation strategy of a comprehensive Al-Azhar Cairo Curriculum-based Al-Qur'an Memorization Program at the Azhari Islamic School in Rasuna, South Jakarta. The researchers applied a descriptive qualitative method using a field case study design. They collected primary data through classroom observations, in-depth interviews with key informants, and a review of student mutaba'ah book documentation. The results of the study prove that the school has successfully made tahfidz a compulsory intracurricular subject. Teachers practice tanzil, tashih, and ta'miq teaching methods through a disciplined differentiated learning approach. The school adapts this international curriculum by inserting basic IQRO material specifically for beginner students. Teachers measure students' memorization success using a daily authentic oral assessment system and periodic syafawi exams at the end of each learning term. The conclusion of this study confirms that the educational institution has succeeded in effectively realizing global memorization standards through modifications, local mentoring, and active collaboration with parents.
